Brazil's government tightens controls on iGaming

The Brazilian government has introduced a bill that will hold banks, fintech companies and payment systems responsible for transactions conducted by illegal iGaming operators. The new initiative is aimed at combating the shadow gambling segment and ensuring tax revenues for the state budget.
The essence of the bill
The additional bill was developed by the Ministry of Finance together with the leader of the government in the Chamber of Deputies, federal deputy José Guimarães (Labour Party - CE). The document stipulates that financial institutions and payment systems are jointly responsible for financial transactions with illegal bookmakers. The bill also provides for a gradual reduction in tax breaks for various sectors of the economy by 10%, which should have a positive impact on the budget balance.
According to forecasts reflected in the draft budget for 2026 (PLOA), government spending could reach R$19.76 billion. Therefore, strengthening tax control over the iGaming sector is considered an important tool for strengthening public finances.
Mechanisms for combating illegal business
The bill sets strict rules for financial institutions. Now, not only the organizers of illegal games will be held liable, but also companies that indirectly facilitate their activities by processing payments. Since March 2025, financial institutions and fintech companies have already been prohibited from opening accounts and conducting transactions with illegal bookmakers. According to the Secretariat for Prizes and Betting (SPA), during this period, 24 organizations reported violations and closed 255 accounts related to the "black market". In the first half of the year, 66 inspections were initiated against 93 illegal companies, 35 of which ended in sanctions.
In addition, the National Telecommunications Agency (Anatel) has blocked more than 15,400 sites related to illegal betting since October 2024.
Industry reaction
The Brazilian Federation of Banks (Febraban) supported the initiative, noting its importance in the fight against illegal gambling. However, the federation stressed the need for a thorough analysis of the document in Congress to avoid side effects.
The National Association of Games and Lotteries (ANJL) also stated that the proposed mechanism would be “decisive” in combating illegal operators. According to the association, it is payment systems that ensure the stability of the gray gambling market, and blocking these financial channels will effectively block the activities of violators.
