General Regulatory Model

Mexico is a jurisdiction with a partnership model for online gambling regulation. The permisionario holds the permit and bears primary responsibility to the regulator.

Permitted and Approved Types of Games

The following activities are permitted under current legislation:

  • Sporting events and competitions held both in Mexico and abroad;
  • Number lotteries and raffles, including bingo.

Additionally, the regulator may approve:

  • Classic casino games (poker, roulette, blackjack, baccarat);
  • Slot machines and other types of gambling.

The final list of available games is determined during the product's legal assessment and is agreed upon with the permisionario and the licensing authority.

Corporate Requirements and Structure

A standard condition of cooperation is the appointment of a local director. In some cases, the permisionario may also require a share in the operator's authorized capital. Additionally, registration of a Mexican legal entity and tax registration are required, including the payment of a minimum authorized capital.
