The Long-Awaited Launch of a Regulated Market

After nearly two years of anticipation, authorities in the Canadian province of Alberta have officially launched the online gambling licensing process. This is a significant development for the entire industry, as the region has long been considered one of Canada's most promising markets. Notably, both business-to-consumer (B2C) and business-to-business (B2B) operators can now apply for a license.

While the exact launch date of the regulated market has not yet been announced, the regulator has already confirmed that online gambling in Alberta will fully launch in 2026. Opening the application process early allows companies to prepare for their entry into the market well in advance.

Licensing Conditions for B2C Operators

A B2C license is available for online casino and betting platform operators. While the cost is higher than in some other Canadian jurisdictions, the terms remain competitive. The one-time license fee is CAD 50,000 (approximately USD 36,000). Operators are also required to pay an annual license fee of CAD 150,000 (approximately USD 108,000).

Licenses for B2B Suppliers

A more flexible system is in place for the B2B segment. Primary infrastructure providers, including casino platforms and key technology solutions, will pay an annual fee of CAD 15,000 (approximately USD 10,800). For other categories—payment providers, sports betting providers, gaming studios, and other services—the license fee will be CAD 3,000 per year (approximately USD 2,200).

Taxes and Social Responsibilities

Taxation in Alberta will be based on the GGR model. Three percent of gross gaming revenue will be allocated to funding Indigenous peoples and social initiatives. Another 20% of GGR will be withheld as direct taxes. This structure underscores the government's commitment to combining market development with social responsibility.

Regulators and Market Prospects

Under the new system, operators are required to register with two entities: the Alberta Gaming, Liquor, and Cannabis Corporation (AGLC) and the recently created Alberta iGaming Corporation (AiGC). Each organization will be responsible for its own areas of regulation and oversight.

The combined population of Alberta and Ontario, where the regulated market has been successfully operating for four years, is approximately 18.48 million people—approximately 48.3% of Canada's population. This makes Alberta a strategically important region for operators.
