Finland takes a step toward legalizing online gambling
The Finnish Parliament has overwhelmingly approved a bill that radically changes the rules of the online gambling market. The decision effectively ends the era of state monopoly and paves the way for licensed private operators. 158 members of parliament voted in favor of the initiative, with only nine opposed. The document now awaits the president's signature, after which it will come into force in January 2026.
The Bill's Journey: From Concept to Adoption
The reform idea was first announced in July 2024, with the Ministry of the Interior drafting the initial text. Following public consultations and discussions with industry representatives, the bill was submitted to Parliament in March of this year. During its consideration, the Parliament's Administration Committee proposed a number of amendments, which were ultimately supported by a majority.
Minister of the Interior Mari Rantanen emphasized that the key objective of the document was to find a balance between protecting society from the harms of gambling and creating a transparent environment for business. According to her, the market must not only be open but also strictly regulated.
Delays and Legal Disputes
Despite widespread support, the law's adoption process encountered difficulties. Parliamentary debate dragged on due to potential constitutional risks and disputes over the reform's implementation timeline. As a result, the launch of the new system was delayed by approximately six months. Market operations are expected to begin in the summer, with license applications opening on March 1.
Operators Preparing for Competition
While parliamentary debates were underway, market participants wasted no time. Veikkaus, a state-owned company previously enjoying a monopoly, has already begun restructuring its business and creating a competitive structure to operate in the new environment. The company is actively investing in personnel and technological solutions, including the transition to the modern OpenBet platform.
