All processes must be carried out exclusively by state-accredited providers and verified by official services of the National Civil Identification Authority. International Responsible Gaming Certification

The regulation also introduces a mandatory requirement for lottery operators and online platforms to obtain a Level 4 Responsible Gaming Certification from the World Lottery Association. This is one of the strictest international standards in responsible gambling, requiring the implementation of addiction prevention programs, player behavior monitoring systems, and self-regulation mechanisms.

Strengthened Transparency Requirements

The regulation obliges online platforms and mobile applications to provide users with easy and direct access to information on responsible gambling. This includes educational materials on the risks of addiction, self-exclusion tools, mechanisms for identifying problematic behavior, hotline contact information, and links to specialized organizations.

Stricter Advertising and Communications Rules

The document, signed by Marcelo Visconti, National Director of Lotteries and Pools, confirms a complete ban on advertising targeting minors. All advertising materials must contain clear age warnings and promote responsible gaming. These requirements apply to all digital channels, including social media and mobile apps.
