New Horizons for Online Gambling: Vanuatu and East Timor Licenses

Vanuatu Gambling License
Vanuatu, already known for its forex licenses and citizenship by investment programs, has launched an updated gambling licensing system. The Vanuatu Gaming Authority (VGA) has implemented new regulations under the Interactive Gaming Act, replacing the outdated regulations from 1993.
The focus is on digitalizing the process. Operators can now apply online through a dedicated portal, which speeds up the processing and makes the process more transparent. At the same time, a thorough background check is carried out on all applicants.
Key terms of the license:
- Registration fee: €5,000 (around $5,370);
- Annual license fee: €10,000 (around $10,700);
- Term: 15 years;
- Tax: 1% of gross gambling revenue.
The license is initially aimed at B2C operators and allows for two URLs, with the option to add more for a fee. Owners are required to monitor all White Label partners for compliance with regulatory requirements.
Timor Leste Gaming License
East Timor (Timor-Leste) is taking its first steps into the iGaming industry by forming the Virtual Gaming Association (VGA) to develop licensing and professional services. Representatives of the association have already participated in international events, including the SiGMA exhibition in Malta.
However, at this point, detailed licensing terms, including fees, requirements, and application procedures, are not yet widely available. It is expected that as the country’s legislation evolves, it will offer competitive conditions to attract operators.
With competition between jurisdictions growing, Vanuatu already offers operators a clear and simplified licensing system, while East Timor is still shaping its regulatory landscape. These new directions are worth keeping an eye on for anyone looking for an alternative to traditional licenses.
