Curaçao has enacted the National Ordinance on Games of Chance (LOK), aimed at reforming its gambling industry. The new law strengthens licensing controls, eliminates illegal operators, and rebuilds trust among international investors.

The adoption of LOK was a long-awaited step after years of unregulated activity in Curaçao’s gambling sector. The bill was approved by Parliament with a vote of 13 to 6, highlighting the authorities' determination to transform the industry and address numerous violations.

  • Creation of a New Regulator The Curaçao Gaming Authority (CGA) will oversee licensing, enforce anti-money laundering standards, and ensure player protection.

CGA and KSA plan joint efforts to enforce regulations, as well as share technologies and best practices. The adoption of LOK was tied to conditions set by the Dutch government as part of financial aid to Curaçao during the COVID-19 pandemic.
